Wiki User role had to be manually created and given read permission on the Wiki Page doctype.

Internal pages are exclusively accessible to users possessing the Wiki User role, whereas public pages can be accessed by anyone with the corresponding wiki page link.

Only internal users are permitted to propose edits to a wiki page. In the case of a public wiki page, any internal user may suggest an edit; however, for internal pages, a user must hold a minimum role of Wiki User to make a suggestion. Regardless of the page's visibility, all edits require approval before publication.
